Understanding MBBS Seat Allocation
How Are MBBS Seats Divided Between MCC & KEA?

After NEET results are declared, seats are allocated through two parallel counselling streams — central (MCC) and state (KEA in Karnataka). Understanding which seats fall under which authority determines where and how you apply.

🇮🇳 Central Counselling

MCC — Medical Counselling Committee

Conducts counselling for All India Quota (AIQ) — 15% of govt college seats open to students from any state. Also handles AIIMS, JIPMER, AFMC, Deemed Universities, Central Universities.

Ministry of Health, Govt. of India · mcc.nic.in
🏛️ State Counselling

KEA — Karnataka Examinations Authority

Conducts counselling for 85% State Quota seats in Karnataka govt colleges + all private college seats. Only Karnataka domicile students eligible for GM, OBC, SC, ST categories.

💡 Key Points for Karnataka Students
If you get an MCC AIQ seat in R1 or R2, you must join or lose eligibility for state counselling.
This predictor covers KEA State Quota only — the 85% state seats + GMP + OPN seats allocated through KEA rounds.
Seats in Manipal, JSS, Amrita (deemed universities) are filled via MCC Deemed rounds — not KEA.
OPN (Management) seats in private colleges are open to all-India students and filled through KEA, not MCC.
Karnataka NEET Category Reference

Karnataka NEET Reservation Categories Explained

In Karnataka KEA MBBS counselling, every seat is tagged with a category code. Your eligibility depends on your caste certificate, rural domicile status, and whether you belong to the Hyderabad-Karnataka (HK) region. Understanding these codes — what they mean and which seats they unlock — is critical for effective choice-filling. Below is a complete reference for all major category codes.

🔑 How to Read the Suffix Letters in Category Codes
G Government quota — seat in a government or government-aided private college at regulated (low) fee
R Rural — student who has studied in a rural area (outside municipal corporation limits) for 7+ continuous years
H Hyderabad-Karnataka region — student domiciled in Bidar, Kalaburagi, Raichur, Yadgiri, Koppal, or Ballari district
P Private (GMP) — government-allotted seats in private medical colleges, conducted through KEA at a higher but regulated fee
🎓 General Merit (GM) Categories

GM

General Merit — State Quota

Open to all Karnataka domicile students regardless of caste or community. The most competitive category — seats filled purely on NEET merit. Available in all government medical colleges.

All CommunitiesGovt Colleges

GMR

General Merit — Rural

For students who have continuously studied in a rural locality for 7+ years. GMR students are eligible for both GMR seats and open GM seats, giving them a wider choice pool.

Govt CollegesRural Students

GMH

General Merit — Hyderabad-Karnataka Region

For GM-category students domiciled in the 6 HK region districts. HK region seats have separate reservation. GMH students can also choose regular GM seats.

Govt CollegesHK Region

GMP

General Merit — Private (Govt-controlled)

Government-allotted seats (50% of seats) in private medical colleges, filled by KEA at regulated fees (approx ₹1.2L–₹2.5L/yr). GMP cutoffs are significantly more relaxed than GM government college seats.

Private Colleges

OPN

Open / Management Quota

Management seats in private colleges. Open to students from all states — not restricted to Karnataka domicile. Higher fees (₹9L–₹27L/yr) but much more relaxed cutoffs. Rounds are conducted by KEA.

📋 OBC / Backward Class Categories

1G

Category I — Government Quota

Government seats for Karnataka Schedule-I backward class students. Category I includes semi-nomadic, tribal, and historically marginalised communities — such as Bhovi, Korcha, Kadu Kuruba, Hakki Pikki, Korama, and Burud — as listed in the Karnataka BC Commission schedule. 1G students can also compete for GM and GMP seats.

BC Category IGovt Seats

1R

Category I — Rural

Category I students from rural domicile. Cross-eligibility chain: 1R students may also choose 1G, GMR, and GM seats. Rural sub-categories typically see slightly more relaxed cutoffs than their non-rural counterparts.

BC Category IRural

2AG

Category IIA — Government Quota

Government seats for Karnataka Category IIA (commonly called "Category 2A") backward class students. Category 2A is Karnataka's largest OBC category by number of communities. It includes Devanga (weavers), Kumbara (potters), Uppara, Ganiga, Agasa, Medigaru, and many other artisan and trading communities. "2AG" means: Category 2A + Government quota seat. 2AG is one of the most searched category codes in Karnataka NEET counselling.

2A

Category IIA — Full Form: Karnataka BC Schedule IIA

The base category designation for Karnataka Schedule IIA backward class students (without the "G" government-seat suffix). In KEA eligibility chains, "2A" appears when a student with sub-category codes (2AG, 2AR, 2AH) can also apply for open 2A seats. Full form: Karnataka Backward Classes — Schedule II-A.

OBC Category 2A

2AR

Category IIA — Rural

Category 2A students with rural domicile. Full form: Category IIA Rural. This is one of the most searched category codes because 2AR students have a wide cross-eligibility chain — they can compete for 2AR, 2AG, 2A, GMR, and GM seats. This broader eligibility makes 2AR students competitive across multiple rounds.

OBC Cat 2ARural

2BG

Category IIB — Government Quota

Government seats for Karnataka Category IIB backward class students. Category 2B primarily includes Muslim backward class communities as recognised in the Karnataka OBC schedule. Full form: Category IIB Government Quota. Students must hold a valid 2B caste certificate from Karnataka.

3AG

Category IIIA — Government Quota

Government seats for Karnataka Category IIIA (3A) students. Category 3A predominantly includes Vokkaliga and associated communities — Gangadikara Vokkaliga, Morasu Vokkaliga, Kunchitiga, and related groups — as per the Karnataka BC schedule. Full form: Category IIIA Government Quota.

OBC Cat 3AGovt Seats

3BG

Category IIIB — Government Quota

Government seats for Karnataka Category IIIB (3B) students. Category 3B predominantly includes Lingayat / Veerashaiva communities and sub-sects — such as Panchamasali, Banajiga, Sadaru, and other Lingayat groups — as listed in the Karnataka BC schedule. Full form: Category IIIB Government Quota. 3BG is one of the most competitive OBC categories in KEA due to the large applicant pool.

⚖️ Scheduled Caste & Scheduled Tribe Categories

SCG

Scheduled Caste — Government Quota

Government quota seats reserved exclusively for Karnataka Scheduled Caste students. Cutoffs are significantly more relaxed than GM. A valid SC caste certificate issued by a Karnataka authority is mandatory. SCG students may also apply for GM and OPN seats if they choose to compete on merit.

SC ReservedGovt Seats

STG

Scheduled Tribe — Government Quota

Government quota seats reserved for Karnataka Scheduled Tribe students. ST seats see the most relaxed cutoffs of any reserved category. A valid ST certificate from Karnataka is required. STG students can also compete for GM and OPN seats.

ST ReservedGovt Seats

SCH / STH

SC/ST — Hyderabad-Karnataka Region

SC or ST seats specifically for students from the 6 HK region districts. HK-suffix seats are additional to the regular SC/ST quota. SCH students can also apply for SCG seats; STH students can apply for STG seats.

💡 Cross-Category Eligibility — How It Works
KEA allows students in sub-categories to also choose seats in the broader categories they qualify for. For example, a 2AR student (Category 2A, Rural) is eligible for: 2AR → 2AG → 2A → GMR → GM seats — in addition to their own rural sub-category seats. A 1RH student (Category I, Rural, HK Region) can choose: 1RH → 1R → 1H → 1G → GMRH → GMR → GMH → GM → GMP → GMPH → OPN. This predictor automatically calculates and shows all cross-eligible categories for your rank and category.
FAQs
Common Questions
Yes. In KEA counselling, students in more specific sub-categories can bid for seats in the broader categories they qualify for. A GMR student can also choose GM State Quota seats. A 1RH student can choose from 1RH, 1R, 1H, 1G, GMRH, GMR, GMH, GM, GMP, GMPH and OPN. This predictor automatically identifies and checks all eligible categories — each result card clearly shows whether it's your primary category or a cross-eligible seat.
Government quota seats (GM, OBC categories, SC, ST) are allocated by KEA based on merit and reservation. These exist in both government-run colleges and government-controlled seats in private colleges (GMP). Management quota / OPN (Open) seats are in private medical colleges where the institution has control over admissions. OPN seats have higher fees (₹7L–₹27L/yr) but typically have more relaxed rank cutoffs since they attract fewer applicants. A student eligible for GM can also choose OPN seats in private colleges.
Based on actual KEA 2025 data, the average relaxation from R1 to R2 is approximately 23%. However, top government colleges see much higher relaxation — Bangalore Medical College GM cutoff went from rank 1,299 in Round 1 to 3,025 in Round 2 (2.3× relaxation). This happens because top-ranked students upgrade to better seats in R2, freeing up seats lower down the merit list. Private OPN seats typically relax only 5–15% since fewer students upgrade out of management seats.
The Hyderabad-Karnataka (HK) region quota is reserved for students domiciled in 6 districts: Bidar, Kalaburagi (Gulbarga), Raichur, Yadgiri, Koppal, and Ballari (Bellary). Category suffixes with "H" (e.g. GMH, 1H, 2AH, SCH, STH) are restricted to HK region candidates. HK region students can also choose the non-HK seat of their category — e.g. a GMH student can also choose GM seats.
Government colleges: approximately ₹64,350 per year for most state government colleges. 5-year MBBS total including hostel ~₹6–7 lakhs. Government-aided private colleges (GMP quota): fees range from ₹1.5L to ₹2.5L per year. Private management seats (OPN): ₹12L/year for most private colleges, ₹22L–₹25L for top institutions like MS Ramaiah and Sri Devaraj Urs. All actual fees shown in this predictor are sourced directly from KEA allotment documents.
2AG stands for Category IIA — Government Quota in Karnataka KEA MBBS counselling. The "2A" part refers to Karnataka's Schedule IIA Backward Class list (often called Category 2A or OBC Category 2A), and the "G" suffix means Government quota seats in government or government-aided colleges. Category 2A is Karnataka's largest OBC backward class category, comprising communities such as Devanga (weavers), Kumbara (potters), Uppara, Ganiga, Agasa, and many other artisan and trading communities. 2AG is one of the most competitive reserved category codes in Karnataka NEET counselling. Students in 2AG are also eligible to apply for GM (General Merit) and GMP seats.
3BG stands for Category IIIB — Government Quota in Karnataka KEA MBBS counselling. "3B" refers to Karnataka Backward Class Schedule IIIB (commonly called Category 3B), and "G" means Government quota seats. Category 3B predominantly includes Lingayat and Veerashaiva communities — including sub-groups such as Panchamasali, Banajiga, Sadaru, and other Lingayat sects — as listed in the Karnataka Backward Classes Commission schedule. 3BG is one of the most sought-after OBC categories in Karnataka NEET due to the large pool of applicants from this community. As with other reserved categories, 3BG students are also eligible for broader GM and GMP seats.
2AR stands for Category IIA — Rural in Karnataka KEA MBBS counselling. "2A" refers to Karnataka's Schedule IIA Backward Class communities (the same communities as in 2AG), and "R" means the student has a rural domicile — specifically, they must have studied in a rural area (not within any municipal or city corporation limit) continuously for 7 or more years. 2AR students benefit from a broader eligibility chain: they can choose seats under 2AR, 2AG, 2A, GMR (General Merit Rural), and GM categories. This wide cross-eligibility makes 2AR one of the more advantageous sub-categories in KEA counselling.
1G stands for Category I — Government Quota in Karnataka KEA MBBS counselling. Category I (Schedule I) is one of Karnataka's backward class categories, comprising semi-nomadic, tribal, and historically marginalised communities — such as Bhovi, Korcha, Kadu Kuruba, Hakki Pikki, Korama, Burud, and related groups as listed in the Karnataka BC Commission schedule. The "G" suffix means Government quota seats. Students with a valid Category I caste certificate issued by Karnataka are eligible. 1G students can also apply for GM (General Merit) and GMP (private govt-quota) seats through KEA's cross-eligibility rules.
Both 2A and 2AG refer to Karnataka's Schedule IIA (Category 2A) backward class communities — the same set of eligible castes. The difference is in the seat type. "2AG" specifically means government quota seats — seats in government medical colleges or the 50% government-controlled seats in private colleges, filled at regulated fees by KEA. "2A" (without the G) appears in eligibility chain contexts — for instance, a 2AG student is also eligible for broader "2A" classification seats. In practice, when you see 2AG in your KEA allotment or predictor, it means a reserved OBC 2A seat at government fees.
Karnataka Category IIIB (3B), which corresponds to the 3BG seat code in KEA NEET counselling, predominantly covers Lingayat / Veerashaiva communities. Communities typically listed under Category IIIB in Karnataka's Backward Classes schedule include Panchamasali, Banajiga (Banajiga Lingayat), Sadaru, Holaya-Lingayat (Holeya-Gowda), and other Lingayat sub-sects. Students should verify their specific community's current listing with the Karnataka Backward Classes Commission, as the official schedule is the authoritative source. A valid caste certificate in Category IIIB issued by a Karnataka tahsildar/competent authority is required for 3BG eligibility in KEA counselling.
Both GM and GMP are general merit (open category) seats in Karnataka KEA counselling, but they are in different types of colleges. GM (General Merit) refers to state quota seats in government-run medical colleges — these have the lowest fees (~₹64,000/yr) and the toughest cutoffs. GMP (General Merit Private) refers to the government-allotted 50% of seats in private medical colleges, filled by KEA at a regulated but higher fee (typically ₹1.2L–₹2.5L/yr). GMP cutoffs are significantly more relaxed than GM, since fewer students compete for private college government seats. A student eligible for GM is automatically eligible for GMP seats as well.
OPN stands for Open Quota / Management Quota — the management-controlled seats in private medical colleges in Karnataka. Unlike state quota seats (GM, 2AG, 3BG etc.), OPN seats are open to students from all states in India — not just Karnataka domicile students. KEA conducts the OPN round. Fees are significantly higher (₹9L–₹27L/year depending on the college), but cutoffs are much more relaxed since many top-ranked students opt for government-quota seats instead. Any NEET-qualified student meeting the MCI-prescribed minimum cutoff can apply for OPN seats, making it an option for non-Karnataka students seeking MBBS in Karnataka.
