After NEET results are declared, seats are allocated through two parallel counselling streams — central (MCC) and state (the OJEE, Government of Odisha). Understanding which seats fall under which authority determines where and how you apply.
Conducts counselling for All India Quota (AIQ) and GOI Quota — carved out of government college seats, open to students from any state / nominated by the Govt. of India. Also handles AIIMS, JIPMER, AFMC, Deemed Universities, Central Universities.

In Odisha OJEE Counselling MBBS allotment, every seat is tagged with a category code. Odisha's allotment is gender-neutral — your eligibility depends only on your caste/EWS certificate, not gender. Understanding these codes — what they mean and which seats they unlock — is critical for effective choice-filling. Below is a complete reference for all category codes.
Open to all eligible candidates regardless of caste or community. The most competitive category — seats filled purely on NEET merit within the Home State (HS) quota, at every college.
Reserved for candidates from the general (unreserved) category whose family income falls below the EWS threshold, on production of a valid EWS certificate — applied at every college, government and private alike.
Government-notified Scheduled Caste seats at every college, allotted through OJEE's Home State Counselling as per the Odisha Caste Certificate (SC/ST) Rules, 1980.
Government-notified Scheduled Tribe seats at every college. ST seats typically see the most relaxed cutoffs of any reserved category in Odisha's counselling data.
Unlike GN/SC/ST/EWS, PH is a horizontal reservation — it cuts across every vertical category rather than being its own separate pool. A PC-certified candidate in, say, the SC category competes for SC-PH seats specifically, shown as its own row (e.g. "SCPH") wherever cutoffs are listed. Certification requires clearing the Medical Board constituted at SCB Medical College, Cuttack. Browsable per-college in the College Explorer.
A horizontal reservation for Ex-Servicemen or their dependents, certified by the Rajya Sainik Board, Bhubaneswar, applied on top of a candidate's vertical category (e.g. "OPEX", "SCEX").
A horizontal reservation for children of Green Card holders, a certificate issued by the Family Welfare Department, Government of Odisha — applied on top of a candidate's vertical category (e.g. "OPGC", "SCGC").
A separate reserved seat pool, at every college (government and private alike), for candidates who studied in a State Government School. Runs alongside — not instead of — the vertical GN/SC/ST/EWS categories.
A private-college-only seat pool reserved for NRI-sponsored candidates, at a separate (typically much higher) fee. Filled through the same OJEE state counselling process but not rank-predictable from a general candidate's category the way Home State Quota is — shown in the College Explorer only.
