Understanding MBBS Seat Allocation

How Are MBBS Seats Divided Between MCC & Gujarat State Counselling?

After NEET results are declared, seats are allocated through two parallel counselling streams — central (MCC) and state (the ACPUGMEC, Government of Gujarat). Understanding which seats fall under which authority determines where and how you apply.

🇮🇳 Central Counselling

MCC — Medical Counselling Committee

Conducts counselling for All India Quota (AIQ) and GOI Quota — carved out of government college seats, open to students from any state / nominated by the Govt. of India. Also handles AIIMS, JIPMER, AFMC, Deemed Universities, Central Universities.

Ministry of Health, Govt. of India · mcc.nic.in
🏛️ State Counselling

ACPUGMEC — Admission Committee for Professional UG Medical Courses

Conducts Gujarat State Counselling for the remaining State Quota (GQ) seats in govt colleges, plus the GQ, Management Quota and NRI Quota seats at private colleges — NRI Quota (around 14% of private-college seats) sits at a separate, much higher fee.

📌 Note: AIQ/GOI-quota seat counts are fixed per the official seat matrix and vary by college. Private colleges have no AIQ — all their seats are counselled by ACPUGMEC. This predictor's rank-based Seat Predictor covers State Quota (GQ) seats — the OPEN/SC/ST/SEBC/EWS category-reserved seats at every college, government and private alike — the track any Gujarat NEET candidate can compete for by rank. Management Quota and NRI Quota cutoff data are also included and browsable in the College Explorer, but excluded from rank-based predictions since neither uses the state category-rank list used here. Two new colleges (Govt. Medical College Sheopur & Govt. Medical College Singrauli) and two new private MBBS colleges (Index Medical College Indore & Mansarovar Medical College Sehore) joined counselling only from Round 2 — their Round 1 cutoff is shown as "–" since they had no seats in Round 1.

💡 Key Points for Gujarat Students
If you get an MCC AIQ seat in R1 or R2, you must join or lose eligibility for state counselling.
This predictor covers Gujarat State Quota (GQ) only — the category-reserved seats at every college; Management & NRI Quota are browsable separately in the College Explorer.
Gujarat's category-wise allotment is gender-neutral — male and female candidates in the same category compete for the same seats, so this predictor only asks for rank and category.
NRI Quota seats (15% of private seats) are excluded from rank-based Seat Predictor results since eligibility depends on NRI sponsor status — but their cutoff data is available in the College Explorer.

Gujarat NEET Category Reference

Gujarat NEET Reservation Categories Explained

In Gujarat State Counselling MBBS allotment, every seat is tagged with a category code. Gujarat's allotment is gender-neutral — your eligibility depends only on your caste/EWS certificate, not gender. Understanding these codes — what they mean and which seats they unlock — is critical for effective choice-filling. Below is a complete reference for all category codes.

🔑 How Gujarat Category Codes Work
Base Reservation category — OPEN, SC, ST, SEBC or EWS, applied at the State Quota (GQ) seats of every college, government and private alike
Gender Not applicable — Gujarat's allotment is gender-neutral, male and female candidates in the same category compete for the same seats
State Quota State-quota seats at every college (govt & private) — government-regulated fees, allotted by ACPUGMEC on rank + category
NRI Quota 15% of private-college seats — reserved for NRI-sponsored candidates, at a separate (higher) fee, browsable in the College Explorer
🎓 Open Category

OPEN

Open / Unreserved Category

Open to all eligible candidates regardless of caste or community. The most competitive category — seats filled purely on NEET merit within the State Quota, at every college.

All CommunitiesState Quota
📋 Backward Class & Economically Weaker Category

SEBC

Socially and Educationally Backward Class

Reserved seats for communities on Gujarat's SEBC list (the state's OBC-equivalent). SEBC candidates are also automatically eligible for OPEN seats if their rank qualifies. 27% of state-quota seats at every college.

SEBC

EWS

Economically Weaker Section

Reserved for candidates from the general (unreserved) category whose family income falls below the EWS threshold, on production of a valid EWS certificate. 10% of state-quota seats — applied at every college, government and private alike.

EWS
⚖️ Scheduled Caste & Scheduled Tribe Categories

SC

Scheduled Caste

Government-notified Scheduled Caste seats — 7% of state-quota seats at every college, allotted through ACPUGMEC's State Counselling.

SC Reserved

ST

Scheduled Tribe

Government-notified Scheduled Tribe seats — 15% of state-quota seats at every college. ST seats typically see the most relaxed cutoffs of any reserved category.

ST Reserved
♿ PH — Persons with Disability (Horizontal)

PH

Persons with Disability Reservation

Unlike OPEN/SC/ST/SEBC/EWS, PH is a horizontal reservation — it cuts across every vertical category rather than being its own separate pool. A PH-certified candidate in, say, the SC category competes for SC-PH seats specifically, shown as its own row (e.g. "SC-PH") wherever cutoffs are listed. PH seats exist only at the 6 original government medical colleges (Ahmedabad, Vadodara, Jamnagar, Surat, Rajkot, Bhavnagar) and typically have much more relaxed cutoffs than the general category. Browsable per-college in the College Explorer; not yet part of the main rank-based Seat Predictor.

Horizontal · All Categories
🏢 Management & NRI Quota (Private Colleges Only)

MANAGEMENT

Management Quota

Private-college seats filled by the institution on pure NEET merit, at a management-set fee — no category reservation. Around 11% of private-college seats. Shown in the College Explorer only.

Merit Only

NRI

Non-Resident Indian Quota

Around 14% of every private MBBS college's seats are reserved for NRI-sponsored candidates, at a separate (typically much higher) fee. Filled through the same ACPUGMEC state counselling process, but not rank-predictable from a general candidate's category the way State Quota is — shown in the College Explorer only.

NRI Sponsored
💡 Cross-Category Eligibility — How It Works
ACPUGMEC allows candidates in reserved categories to also compete for Open (OPEN) seats, if their rank qualifies. For example, an SC candidate is eligible for: SC → OPEN seats too. This predictor automatically calculates and shows all cross-eligible categories for your rank and category.
FAQs

Common Questions

Based on actual ACPUGMEC 2025 allotment data, B.J. Medical College, Ahmedabad closed its OPEN category at rank 2,246 in Round 1 and relaxed to rank 3,892 in Round 2, at a state fee of ₹25,000/year — the tightest OPEN cutoff of any government college in Gujarat. Use the Category Cutoffs tab to compare OPEN, SC, ST, SEBC and EWS cutoffs across every Gujarat college.
Yes. In Gujarat State Counselling, candidates in SC, ST, SEBC or EWS categories can also bid for Open (OPEN) seats if their rank qualifies — reservation is a floor, not a ceiling. This predictor automatically identifies and checks all eligible categories — each result card clearly shows whether it's your primary category or a cross-eligible OPEN seat.
State Quota (GQ) seats are allocated by ACPUGMEC to eligible candidates across OPEN/SC/ST/SEBC/EWS, at government-regulated fees. Management Quota is private-college-only, pure merit at institution-set fees. NRI Quota is private-college-only, reserved for NRI-sponsored candidates at a separate, typically much higher fee.
No. Gujarat's category-wise seat allotment is gender-neutral — male and female candidates in the same category compete for the same pool of seats, confirmed by cross-checking the 2025–26 allotment data. That's why this predictor only asks for rank and category, not gender.
Yes. Unlike some states, Gujarat's EWS reservation (along with SC/ST/SEBC) applies at the State Quota (GQ) seats of every college — government and private alike. It's only Management Quota and NRI Quota seats (private colleges' additional, non-category pools) that have no category reservation.
Two colleges from the official institute list — Narendra Modi Medical College, Ahmedabad, and Swaminarayan Institute of Medical Sciences & Research, Kalol — show zero seats and zero admissions across the seat matrix and both counselling rounds for 2025–26. They're listed on this site with a "no seats allotted this year" note rather than omitted, but have no cutoff data to predict against.
NRI Quota cutoff data is included in this site's College Explorer for every private college that has it — around 14% of private-college seats. It's excluded from the rank-based Seat Predictor results, though, since NRI Quota eligibility depends on NRI sponsorship rather than the state-rank list used here — mixing it into normal rank-based results could wrongly suggest a general state candidate qualifies.
Yes — Gujarat runs a PH (Persons with Disability) horizontal reservation layered on top of every vertical category (OPEN-PH, SC-PH, ST-PH, SEBC-PH, EWS-PH). This predictor's main Seat Predictor focuses on the five core categories (OPEN/SC/ST/SEBC/EWS); PH cutoffs are visible per-college in the College Explorer.
