After NEET results are declared, seats are allocated through two parallel counselling streams — central (MCC) and state (the ACPUGMEC, Government of Gujarat). Understanding which seats fall under which authority determines where and how you apply.
Conducts counselling for All India Quota (AIQ) and GOI Quota — carved out of government college seats, open to students from any state / nominated by the Govt. of India. Also handles AIIMS, JIPMER, AFMC, Deemed Universities, Central Universities.
Conducts Gujarat State Counselling for the remaining State Quota (GQ) seats in govt colleges, plus the GQ, Management Quota and NRI Quota seats at private colleges — NRI Quota (around 14% of private-college seats) sits at a separate, much higher fee.

In Gujarat State Counselling MBBS allotment, every seat is tagged with a category code. Gujarat's allotment is gender-neutral — your eligibility depends only on your caste/EWS certificate, not gender. Understanding these codes — what they mean and which seats they unlock — is critical for effective choice-filling. Below is a complete reference for all category codes.
Open to all eligible candidates regardless of caste or community. The most competitive category — seats filled purely on NEET merit within the State Quota, at every college.
Reserved seats for communities on Gujarat's SEBC list (the state's OBC-equivalent). SEBC candidates are also automatically eligible for OPEN seats if their rank qualifies. 27% of state-quota seats at every college.
Reserved for candidates from the general (unreserved) category whose family income falls below the EWS threshold, on production of a valid EWS certificate. 10% of state-quota seats — applied at every college, government and private alike.
Government-notified Scheduled Caste seats — 7% of state-quota seats at every college, allotted through ACPUGMEC's State Counselling.
Government-notified Scheduled Tribe seats — 15% of state-quota seats at every college. ST seats typically see the most relaxed cutoffs of any reserved category.
Unlike OPEN/SC/ST/SEBC/EWS, PH is a horizontal reservation — it cuts across every vertical category rather than being its own separate pool. A PH-certified candidate in, say, the SC category competes for SC-PH seats specifically, shown as its own row (e.g. "SC-PH") wherever cutoffs are listed. PH seats exist only at the 6 original government medical colleges (Ahmedabad, Vadodara, Jamnagar, Surat, Rajkot, Bhavnagar) and typically have much more relaxed cutoffs than the general category. Private-college seats filled by the institution on pure NEET merit, at a management-set fee — no category reservation. Around 11% of private-college seats. Shown in the College Explorer only.
Around 14% of every private MBBS college's seats are reserved for NRI-sponsored candidates, at a separate (typically much higher) fee. Filled through the same ACPUGMEC state counselling process, but not rank-predictable from a general candidate's category the way State Quota is — shown in the College Explorer only.
